The TESL Ontario Certificate is designed primarily for those wishing to teach in publicly funded programs for adult newcomers to Ontario. A TESL Ontario Certificate is mandatory for all new hires in federally funded LINC programs in Ontario; many other Adult ESL program supervisors also require incoming Adult ESL instructors to have it. Ontario and Alberta are the only provinces to have their own Adult ESL instructor certification and TESL training program recognition processes.
Adult ESL non-credit classes are not mandated by the Ministry of Education through the Ontario College of Teachers as elementary and secondary school ESL classes are. With the support of Citizenship and Immigration Canada, the then Ontario Ministry of Citizenship & Culture, and the Ministry of Education, TESL Ontario implemented standards and processes to certify Adult ESL non-credit instructors and recognize TESL training programs for such instructors beginning in 1994.

TESL Canada has a certification process for those teaching ESL to adult immigrants in other parts of Canada and also focuses on standards of preparation for those wishing to teach ESL to international students domestically and overseas.
TESL Canada’s requirements for certification and program recognition differ from those of TESL Ontario; at www.tesl.ca you can see the content of the 100 hour program and 20 hour practicum required by TESL Canada, as well as a list of Ontario programs recognized by TESL Canada as meeting its standards. Ontario private schools which have international student clients and which are members of the Canadian Association of Private Language Schools (CAPLS) require that instructors have training recognized by TESL Canada.
