Reporting to the Principal of Continuing Education - Gary Allan High School, the LINC-ESL Program Manager - Adult Education is a regional leadership position. The LINC Manager is responsible for overseeing a team of 25, monitoring, promoting and developing the daily operations of the Language and Skills Development programs for Adult Learners new to the Halton District School Board.
Responsible for hiring, training, evaluating the performance of staff at multiple campuses, as well ensuring students and volunteers interact according to the School Board Code of Conduct. Provide leadership for staff development and skill enhancement of ESL instructors in the delivery of the LINC program in accordance with the CLB framework.
Responsible for the management of financial and funding timelines that ensure grant applications and monthly/quarterly/annual reports are completed on time and submitted to the appropriate organization (e.g. IRCC, MCCSS). Provides input into budgetary decisions and tracks expenses within the limits of LINC-ESL program funding in preparation for writing annual funding proposals. Liaise with funding partners and auditors to ensure programs are delivered in compliance with all guidelines and regulations.
Oversee program development, delivery and evaluation of the LINC-ESL programs at all HDSB campuses. Advocate for and promote the LINC-ESL program within the Halton region by developing positive relations with community partners (private and public sectors), the HDSB Welcome Centre and our coterminous board. Seek out updated research and program developments within the field of language acquisition programs that will enhance the delivery of the LINC-ESL program within communities.
Supervise site employees and instructors and prepare annual performance appraisals on a regular basis to ensure that classes and programs are meeting the health and safety curriculum and operational standards of the HDSB as well as the funders’ obligations.
Participate in professional development, conferences, workshops and community partner meetings related to ESL instruction and LINC-ESL program development across the region, province and nation.
Bachelor of Education in Business Administration, or in a related field;
Five (5) years of experience coordinating publicly funded programs, with at least 3 years in a managerial role supervising staff;
Proficiency in program development, delivery and evaluation, preferably in a community or education setting;
Grant proposal writing skills for funding opportunities;
Financial tracking and monitoring skills;
Office management experience;
Strong interpersonal, organizational and time-management skills.
Five (5) years of experience in the education sector, developing and coordinating LINC and ESL programs and Canadian Language Benchmarks;
TESL certification is an asset.
